I did get the light armor, but I think that it should say what kind it is instead of just "Imperial Dragon Gauntlets". At the moment when it gives you the quest update that your armor is ready it compares your Light Armor and Heavy Armor skill levels and gives you the armor that you're more skilled in (if your two skills are equal it gives you heavy armor). When I talked to Ocato (did I spell it right?) I didn't get a choice between light or heavy. 18 Ive waited the 24 hours and 14 mins of in game time and no journal update?.
